2016 Legislative Victories at the State Level
Signed into Law
HR 3700 – C.A.R. supported federal legislation to expand access to homeownership by making condominiums more easily approved for FHA financing.
AB 1750 – C.A.R. sponsored legislation to ensure Environmental Hazard Booklet liability protection.
AB 2476 – C.A.R. sponsored bill to require notice to non-resident property owners of a new parcel tax.
AB 2693 – C.A.R. sponsored homeowner protection bill establishing a three-day right to cancel and requiring disclosure of financial risks associated with Property Assessed Clean Energy (PACE) loans.
AB 2502 – C.A.R. opposed private property rights buster, which would have allowed government to establish housing requirements (rent control) as a condition of the development of residential rental units.
AB 1381 – Thanks to REALTORS® responding to a Red Alert, C.A.R. won last minute amendments which removed proposed exemptions to real estate license law permitting unlicensed agents to broker leases, sales and easement for the placement of outdoor advertising.
SB 1445 – C.A.R. opposed bill imposing a tax on serves including real estate transactions (i.e. escrow services, disclosure and inspection reports, loan origination, etc.).
